How to obtain citizenship of the Russian Federation: a road map for a foreigner

Russian citizenship is the final goal of many migrants. With it you receive an internal passport, the right to vote, work in any position, travel without visas (with a Russian passport) and enjoy all the social guarantees of the Russian state.

But the path to citizenship is not quick. And not the easiest one. However, if you understand the logic of the process and prepare in advance, you can go through it without unnecessary stress.

In this material we will talk about the main ways to obtain citizenship, the requirements for applicants and where problems most often occur.

Who can apply for Russian citizenship?

The law provides several grounds for obtaining citizenship. The most common of them:

1. Permanent residence (general order). The most classic way. You come to Russia, receive a temporary residence permit, then a residence permit, live with a residence permit for a certain period - and after that you apply for citizenship. On this path, two points are important: continuity of residence (you cannot leave the country for a long time) and compliance with all migration rules (no delays, violations, fines).

2. Simplified procedure. For some categories of foreigners, the law provides for a faster and simpler procedure. You can obtain citizenship in a simplified manner, for example: if you were born on the territory of the RSFSR and were a citizen of the USSR; if you have close relatives - citizens of the Russian Federation (spouse, parents, children, sometimes brothers/sisters); if you are a native speaker of Russian (confirmed by a special commission); if you are participating in a government program for the voluntary resettlement of compatriots; if you are a highly qualified specialist in demand in Russia.

3. Restoration of citizenship. If you were once a citizen of the Russian Federation, but lost citizenship, there is a restoration procedure. It's easier than getting it from scratch.

4. Admission to citizenship on an exceptional basis. For people with special merits to Russia or in exceptional humanitarian situations. This path is rare and individual.

What requirements must be met?

No matter which path you take, there are general requirements for an applicant for Russian citizenship. Here are the main ones:

Duration of residence. For general purposes - several years of continuous residence in Russia on the basis of a residence permit. Under a simplified procedure, this period may be reduced.

Russian language proficiency. You must confirm that you speak Russian at a level sufficient to communicate and understand the laws. This is usually confirmed by an exam certificate. Some categories are exempt from the exam (for example, older men and women, as well as people with certain diseases).

Knowledge of history and the fundamentals of legislation. In addition to the language, the exam includes questions on the history of Russia and the fundamentals of Russian law. This is not a school exam, but you need to seriously prepare for it.

Having a legal source of livelihood. You must confirm that you can provide for yourself - salary, pension, business income, dependency from relatives.

Renunciation of previous citizenship. Russia generally allows second citizenship, but when receiving a Russian passport, you must notify the country of your previous citizenship (if its laws require it). Some categories of applicants need to officially renounce their previous citizenship.

Compliance with the laws of the Russian Federation. You should not have outstanding criminal records, administrative violations in the field of migration, or unfulfilled court decisions.

The most frequently asked questions about Russian citizenship

How long does the whole process take? From the first entry to receiving a Russian passport, in general, several years can pass. With a simplified procedure, it is faster, but exact deadlines cannot be given, because they depend on the workload of the migration authorities and specific circumstances.

Will I be refused if I don’t pass the Russian exam perfectly? The exam is a formality, but the formality is strict. If you do not achieve the minimum score, your citizenship documents will not be accepted. However, you can retake the exam an unlimited number of times.

What should I do if my country does not want to release my citizenship? This is a difficult question. Russia does not require all applicants to renounce their previous citizenship. But in some cases this condition is critical. You need to figure it out individually.

Can my children become citizens with me? Yes, in most cases, minor children follow the status of their parents. But there are nuances, especially if the second parent is not a citizen of the Russian Federation or does not give consent.

I was refused. What now? Can I apply again?Refusal of citizenship is not a death sentence. Firstly, the refusal can be appealed. Secondly, after eliminating the reasons for the refusal (for example, after retaking the exam or correcting errors in the documents), you can apply again.

Why is it better not to try to obtain citizenship on your own?

At first glance, it may seem that the procedure for obtaining citizenship is simply “submit an application and wait.” In practice, everything is more complicated.

Here are a few reasons why self-registration often leads to delays and refusals:

Incomplete package of documents. The list of documents depends on your reason and personal situation. It's easy to make a mistake.

Errors in the questionnaires. Russian officials are extremely scrupulous about uniform. A typo can cost you months of waiting.

Wrong base selected. You can comply with the simplified procedure, but submit documents as general - and waste time.

Misinterpreted terms. When can I submit? What periods are considered "continuous residence"? It's easy to get confused in these subtleties.

Lack of response to requests. The Migration Service may request additional documents. If you missed the notification, your application may be left without consideration.

Legal Advice: We're not saying you can't do it yourself. But we know that even experienced migrants with an ideal history have problems precisely because of bureaucratic details. Our job is to remove these little things.
